After the publication of the Milburn review, this presentation will cover trends of high Not in Education, Employment or Training (NEET) levels. Experts from the Resolution Foundation and Institute for Fiscal Studies will speak on recent papers they published on the NEET problem, highlighting the current trends and drivers.
From the Resolution Foundation, Lindsay Judge oversees the organisation’s work on a range of issues including social security, housing, the bottom end of the labour market and lived experience. She recently co-wrote ‘Lost in Transition – an examination of why the UK NEET rate is high and rising’.
The Institute for Fiscal Studies (IFS) recently published ‘Why has the NEET rate risen? Understanding trends and drivers using administrative data’, co-written by Jed Michael and Xiaowei Xu. Jed joined the IFS in 2025 and works on projects relating to inequality, and the UK tax and benefit system and Xiaowei joined the IFS in 2018 and works in the Income, Work and Welfare sector. Her research focuses on inequalities in labour market outcomes and health.
