“The Scottish Government has a long-standing culture of evaluation. For instance, we routinely commission and publish findings from evaluations of key policies, we have our own guidance on evaluation, and offer our own training and knowledge exchange activities on evaluation for staff. However we recognise that we need to do more” – Delivering the vision, Scottish Government Evaluation Action Plan.
Evaluation and economic appraisal are closely interlined. That’s why a new Scottish Government (SG) “Centre of Expertise in Appraisal and Evaluation” has recently been created to deliver the SG’s Evaluation Action Plan. The new Centre is unique in that it joins up both elements of appraisal and evaluation, recognising that they are both essential parts of effective policy and intervention making, and require similar types of data…
The presentation will provide a short introduction to evaluation and appraisal and using policy case studies showcase the types of evidence used for both elements, highlighting why appraisal and evaluation are essential to effective policy making.
We will highlight some of the training materials available including the Policy Profession Standard on Evaluation. In addition we will outline our early experiences of operating the Centre of Expertise particularly in joining up appraisal and evaluation.
