Latest H-CLIC data requirement

Data specification

H-CLIC data requirement v1.4.5 was published 18 May 2020.

This data specification contains the core questions to be used in the monitoring of statutory homelessness by local authorities in England following commencement of the Homelessness Reduction Act 2017. It includes the acceptable methods and media for sending the data, the overall format of the data file, and rules governing when to send data. Definitions and format validation checks on each variable are also provided.

H-CLIC data summary v1.4.4 was published 11 April 2019.

This is a summary of the data fields and their format.

This document provides a summary of the final H-CLIC data requirement which will be implemented by local authorities in England from April 2018, to monitor the new Homelessness Reduction Act 2017.

Xpath (XML Path Language) validations v1.1 was published 11 April.

The validations in their xpath form. This guide is intended for anyone who works on H-CLIC data systems, who wants to understand more about the validations we apply and how they work. Validations are coded in XPath for each field and are the validations in DELTA for online form users. These Xpath validations are then converted into a schematron that validates each case in an XML (eXtensible Markup Language) bulk upload.

This document is a glossary of the validation messages that are used to validate H-CLIC case data submissions. It should be used to reference any messages that you do not understand or, are unclear how to resolve these when finalising your data submissions.

DELTA guidance

DELTA is MHCLG’s online system to collect the department’s statistical data and grant applications.

Guidance for reporting rough sleepers accommodated under a Section 189 power on H-CLIC (PDF 137KB) was published 18 May 2020.

This document is intended to help local authorities understand why MHCLG has recently requested that data on rough sleepers temporarily accommodated under a Housing Act power be reported on H-CLIC. Who should be reported, how and what are the long term expectations for this group.

Personal data

Data protection guidance was shared with local authorities on the 1st March 2018, and was updated most recently on 1 June 2020.

This document sets out guidance from MHCLG for local housing authorities to enable them to share their clients’ personal identifiers with the Department. The guidance is aimed at staff at local authorities involved in decision making and lead practitioners who need to understand why we are asking local authorities to do this and how this project will operate.

This is a general document providing background information on MHCLG’s homelessness data collection system, H-CLIC, and provides responses to commonly raised questions on what local authorities and IT specialists need to consider in preparing for the data collection.
